Who am I?

I am a coastal nation, but will not tell you which side has water. In 1992 I ended 46 years of Communist rule and established a multiparty democracy. Which country am I?

Well, I see not too many people are into my geography quizzes, so I will divulge the answer for you: the country is Albania.
