Chinese Roadsigns

Quite recently a rash of strange roadsigns have gone up all over Dalian in (what I think is) an attempt to create the illusion of actual rules and regulations. It hasn’t helped any, but, since this one has come onto the scene I can’t for the life of me understand what it means. Can you figure it out?? Please respond if you do because its killing me!

  2. I think it’s a sign that forbids you from blowing up when the Netherlands defeat Portugal in the next round of the World Cup
